This has all been discussed before.
It's not raising the age of leaving school at all.
It's keeping people in some form of education (ie most likely a brick laying course at Accy & Ross) by law until the ages of 17/18.

It's another one of Browny's plans to make the English education system look remotely decent - statistically. Also used to cover up and blatantly twist unemployment figures. Two birds with one stone eh Gordie!
