Too much of anything has side effects.
Too many carrots turns skin orange.
Some food supplements taken to excess will cause side effects.
Some people irresponsibly assume that anything 'natural' is harmless, so they take more than the dose recommended on the bottle. That is asking for trouble.
The problem that has caused WHO/UN intervention is the poor manufacturing practices in some countries (India and China especially) which contaminate the supplement with toxins.
If you buy supplements manufactured in Western countries you will not have that toxin problem. Too many people are buying cheaper food supplements on the web from those dodgy sources.
By imposing regulation on all manufacturers, the price will rise dramatically because extensive drug type trials will have to be done before a supplement can be marketed. This is why the multinational drug companies will take over the market. They can afford those costs.
By adding the regulation that only a doc can prescribe them, will in effect make them inaccessible to the people who do use them responsibly and those that don't.
