I have a feeling that is the case at the moment with licensed breakers and the Vehicle has to be de-registered before scrapping.
The breakers then notify the DVLA that the vehicle has indeed been rendered inoperative.
That is a vehicle from a registered owner.........If the owner of the vehicle cannot be traced then it is up to the local authority to dispose of the vehicle.
