That's it. Make sure it's an appealing environment with all mod cons, refurbished to the highest of design standards, matching chintz and solid wood fittings perhaps? Lavish carpets and embroidered cushions while we can sip Earl Grey out of china tea cups.
Somehow I don’t think this will reduce hospital waiting lists, improve care or be available to everyone.
