Bitmac is cheaper. However, it probably wasn't the council that dug this up. It was more than likely one of the statutory undertakers (gas, electric, cable etc). They are (rubbish) They use the 'emergency' works powers to circumvent the necessary requirements and dialogue with the council on replacing footway, carriageway etc with like-for-like materials.
