In as much that this thread is about Prime Ministers not living at number ten, yes, as he might well be the next incumbent.
It's no secret about his son's disability, he's spoken of the difficulties they face as a family, and number ten not being an option as a family home for them.
I think it was also the case when Blair was in office, that they lived at number eleven, and Brown lived in the flat at number ten, as it really isn't suited to those with young families.
