You're quite right, Whispy...English flags were relatively difficult to obtain in 1966; but Union flags were aplenty. Have a look at the pictures of the Wembley Crowd at the final..it's practically all Union flags flying.
I don't think Pitt Street is named after it's proximity to various pits; as Kipax would no doubt notice, one has one "p", the other has 2 "p"s.
My own theory is that Pitt street runs further on from Melbourne Street...and William Pitt & Lord Melbourne were both Whig Prime Ministers of the late 18th/early 19th century......
