Partialy sighted means ' can't see' and at 82 I think I'ts a nonsense to expect them to book taxis and put the responsibility on the taxi driver to take her home and make sure she or anyone is safely indoors.

Quite right your mother-in-law and anybody else asked to attend at silly times should be entitled to patient transport. Not everyone can afford taxis and why should they be expected to pay for them? Appointments are supposed to be made for patient convienience(according to the letter sent out telling you to ring up and book one)
