The other 80p goes to the government.
It's actually 74.8p to the government and 25.2p shared among the people who make and sell it for Asda (based on Asda's current price of 92.9p/litre). The proportion varies depending on the price, but the cheaper it gets, the more it benefits the government as opposed to the manufacturer & retailer.

Any supplier who sells it for more than 92.9p per litre is giving less per pound spent to the government.

The price needs to come down to 85.5p per litre before the government is picking up 80p in the pound.

When it peaked at £1.30 a litre, the government's take was 75p per litre, or 57.7p in the pound.
