Fuel is one of the few things where tax is
not a percentage of the cost. That's the point Neil & Benipete want to make.
Fuel duty is a fixed amount per litre. Of the rest, the manufacture is probably a fairly constant cost. The crude oil varies in price, but as that's a fairly small component of the pump price, variations in the price of crude do not have a like-for-like effect on the pump cost.
Then there's VAT on the lot, but there's VAT on pretty much everything.
