It doesnt say they wont bail them out, more that they have to look to their own resources first, and then pass some stringent tests before the government will consider helping them financially. I have argued this point before, they bailed out the banks, for example, if my business were struggling they wouldnt consider bailing us out, moreover, the government body created to issue grants for heating has made the tender criteria very difficult for small businesses, so the non profit making body created by the government (eaga) has its own businesses who carry out most of the grantwork (warmfront and heat being 2 of them), and small businesses cant get a look in, while the companies owned by eaga make millions, non of which is returned to the government (except taxes) even though eaga is government owned, makes me wonder how many mp's pockets are being lined by this fiasco. And how many other 'grants' etc are being abused in the same way, all to the detrement of genuine businesses. Woolies imo are their own worst enemy, along with wh smith and others who did not move with the times and demands of the public, and the pressure applied by asda and tesco.
