had a phone call at 12.15 today from them saying thankyou for bringing it to their attention and that they where filled in yesterday because someone else had informed them about it too

the bloke on the phone was very nice and he was on the phone for about 10 minutes telling me that they can't go around continuously monitoring every road/street in Lancashire and that the highways agency rely on the general public to inform them of such things
