There's actually a CCTV camera on the side of the old McDonalds building, which can be rotated to point in the direction of the pedestrianised road in question. I'm sure word would soon get round if they started fining people. Heck it doesn't even need to be this sophisticated, stick a bobby there, but we all know they're too tied by red tape.
I just hope nobody is hurt badly.
