I do find that quite bizarre. If you use the same formula the Telegraph used, you'd get a similar figure this year. Glad you've changed your mind and started to include context this year though.
Labour might have a point if our council tax bandings were mostly D in Hyndburn, in reality they're A and B. You think they'd know more about the wards they represent.
