But the number on the plates must be registered to somebody. I don't mean the registeration plates they give a number out for each taxi that gets a licence. Surely this helps trace the person issued with the taxi licence so if he can speak and read English he is obviously letting someone else drive his taxi. End of the day maybe to long winded cos you couldn't prove it
