Still think it's perfectly acceptable not to make a claim, if you don't want to. It's a choice.
Clare mentioned she is lucky that her children are looked after by her parents. Should she put them in a nursery instead, and submit a childcare alowance, just because she can? Sounds daft to me.
Also if you were staying away overnight on business, and weren't hungry and just wanted to have a bath and hit the hay, should you call room service and order something just because you can? I certainly never did that, nor would I.
Allowances are there to make sure no one is out of pocket.
It's personal choice if you want to use them.
