You only pay ground rent on leasehold properties, not freehold, as far as I understand it. I had to pay it in London, where the majority of properties are leasehold, and I don't pay it now.
It does say on the deeds of my house I also own the road as well, but have to allow access across it, just in case I dig it up and build a water feature on the bit I own, I suppose. Though I would have made stepping stones, or have a little boat for my neighbours to get across it.
As for Neil's question about pavements, I think they are H.B.C.'s responsibility, and if they are, they're in as abad, if not worse state than the roads.
