It is probably due to the fact that the unattended portacabin style loos can operate without staff, but that ladies loos have a bin facility that does need a person to attend to empty it. That emptying is usually contracted out to a sanitary bin emptying specialist.

It's the same in Blackpool.......men free, ladies 20p. They have an attendant in the ladies toilets.
