It is possible. They will have to run more than 1 feed into each flat. 1 for digital terrestrial connected through a distribution amp to an aerial. You will also need a satellite feed connected through distribution amps to a dish - seeing as sky and freesat satellites are at the same geostationary orbital position the satellite feed will work with either.
They will need to provide 2 satellite feeds to each flat for those people using Sky+. In my opinion they should install 3 satellite feeds for those people with an extra sky box in the bedroom.
I would be surprised if they give you 2 satellite feeds, 3 and I will be amazed. This is the problem with communal dishes. With your own dish you get 4 feeds as standard.
