Radio ban

Where i work each individual has a radio at their station for their sole use(no-one else can hear it cos of the volume of the machinery).However this year our boss has said that the licsence fee the company has to pay will not be met(due to difficult times);and all radios with speakers will be banned with immediate effect.He quotes a fee of around £2000+ for the license,wether this is annual or not i'm not sure.Obviously the work force is not happy,though at the moment employees are wearing MP3's & the like..though to me these seem more of an health& safety hazard & expect a ban on these to follow.Does anyone know the ins & outs of this license fee or is he just trying it on.EG..demoralise staff so much they'll walk.Like you would when theres nothing else out there
