It is right that musicians get payment for the use of their work but PRS is paid by broadcasters for each track they play and then it is paid for again by groups of listeners etc. In the case of the BBC, some of the licence money is used to pay PRS so many of us are effectively paying twice.

As for enjoying total silence, I am in favour of that too but it is impossible to manage if you are sat next to a noisy machine (or work colleague).
