I did write a long and quite erudite post, agreeing with Neil's earlier insight, but it seems to have gone missing in the ether.
Anyhow, as I see loads of feckless "young" ie 14-17 year old mums on a daily basis at work, most of whom are unable to understand the terms of usage on a free milk voucher, I have come to this conclusion;free housing is easy to come by if you are young and have a baby.
On the same note free contraception is also easy to come by, as is the emergency morning after pill , these seem to be less important than the first option.
It is more than a little worrying when you get a 14 year old in school uniform asking to see the pharmacist for the morning after pill, even more so when she brings 8 of her mates in, giggling, to "support" her.
Laughable, pitiable and to be honest not right.
