He was announcing a government five year plan to crack down on crime - Monday of this week I think - and cited the liberal, social consensus that came out of the sixties as something that the nation had had enough of. Basically he was referring to the raft of policy decisions across the whole range of government departments which have had far reaching effects. particularly those relating to law and order, where the rights of the offender are, more often than not, given precedence over the rights of the victim. In many ways he wanted to signal the end of the 'We have to try to understand them' culture. I don't think that he has the political courage or support to carry this to any logical sort of conclusion however. So we will have the usual round of half measures that are stalled in the Lords and are so watered down when they reach the magistrates that they are as good as useless.
