I believe they are legally required to contain fire retardant chemicals as they are obviously a HUGE fire risk, particularly when idiots paint them (probably a good thing students aren't allowed to decorate after all!)
I have no idea though to be honest. Landlord and tenancy isn't something I know much about.
Obviously University accommodation is checked by the fire department regularly though so I think if they were breaking the law then the fire dept. would have noticed by now.
