You aren't even allowed candles in student accommodation so I don't see why they should allow smoking. Both are fire hazards, and cigarette smoke has the added problem of staining the ceiling, annoying neighbouring students and making everything stink. Is it really that much to ask that smokers go outside to avoid these problems?
