That's the promo video for
End of the Line. The video was made shortly after the death of the Big 'O' so they represented him with his signature guitar in a rocking chair while the verse he sang was played.

There was a documentary filmed on the recording of the first Wilbury album (which is probably what was shown on BBC4), you can find a few clips on YouTube if you have a scant
