Agree, not exactly state-of-the-art, up-to-date look ... Still was done 'in house'...

This statement is also intriguing: "Lancashire County Council's red rose logo has been updated with a new image which will also save the council money. "

How ? Any change in marketing costs a 'company' money surely ?
