Without being able to do any research in directories to give me information on when it was built, I suspect that it was purpose-built as a pub for Thwaites', who tried to get a monopoloy in the town centre. Withjin yards theu owned the raailway Hotel and, at the other end of their own block, the Thwaites Arms, which was knocked down c 1937 to make way for Broadway. Breweries had considerable pull with councils - hence Dutton Street and Thwaites Rd. I think Holme St is connected to Dutt6ons, but cannot remember why.
