Put a Mosque with resident Imams with load speakers on it or a market which contravenes the local Market Charter. Put 100 head of cattle on it or sheep. These suggestions will soon flush out the secret owner.

After thought..........put the land up for sale on Ebay: Land for sale owner not known....proceeds to a local charity.
