Why on earth are police cautioning sex offenders?

A caution is supposed to be a formal warning for first time minor offences like vandalism or petty theft.
I think the problem is much deeper than you state if sex offenders are getting off with cautions. They should be properly convicted for their crime. I agree that those convicted of sex offences should remain without a licence for a good 10 years if not longer. Although there would need to be some judgement still for a licence committee as for example if two consenting 15 year olds have a sexual relationship the male could be placed on the sex offenders register. It would be wrong in my opinion to deny him of a living in future in such a case.
