Along with the parts of the UK with devolved powers. There hub will always be middle England and the South east. The number of MPs will be low in the devolved area's and therefore they have no mandate in my view in those areas at all. As for ruining the Northwest well that is a certainty along with most of what the consider the dark satanic north. Providing they get the home counties and the prosperous areas under their belt it will be sod the rest of the country.
