I'm pretty certain it wouldn't be a conflict of interest - its like saying someone that stood as a councillor on the basis of being opposed to a hospital shutting not being able to vote in favour of its retention. If it the councillor was a Stanley shareholder I can see it being different.

Incidentally I'm sure there have been studies done in the past of the economic benefits of having a Football League team in a town.
