You're never going to stop people going to the retail parks and the supermarkets - that's a fact of life. But you could make the town centre a more attractive place for other types of shopping by offering tax breaks on empty properties. Perhaps more specialist and unusual businesses could be encouraged to move into the Arcade/Warner Street area, making it more attractive for browsers. I know these ideas have been floated before, but no one ever seems to do anything about it!
