Given that library access is free then you'd have to have a very good setup with competitive pricing.

Dont make the drinks & food too expensive (food/drink is a must if you want to succeed) and make it
more of a cafe with net access - even wifi & you may get more trade.

You may also consider PS3/Xbox360 gaming with it too.

And you'd need a damn good internet connection & they are not cheap.
