I suspect not many children would refuse their details to a Police Officer Dave, only children with 'bad' parents who teach them to pull their tongue out at authority.
A good parent would teach their child that they are the force that can help them in times of trouble or take them home if they had done something wrong, to let their parents know what they have been up to, to avoid a further recurrence of bad behaviour. Guess this guy wasn't 'brought up proper' ...
