At a guess, it is probably because Bradshaw Street is in Church, while Bradshaw Steet West is in Accrington (and on the Western side of the town). The alternative is that someone from Accrington Council had his map upside down when it came to naming....at least some things never change.

EDIT.............Oops, I just saw you had the same conclusion. The other possibility is that there is another Bradshaw Street in the town; twe'll leave that for the Accy mob to tell us.
