To be fair to HBC, they
did do their job as the house is now empty and in the process of being retenanted. There is protocol in dealing with noisy neighbours and I can tell you from experience that it works and the police will deal with noisy parties, etc. immediately if they are called.
I can't really see how this story can be viewed in a negative light as the problem has been solved to the satisfaction of everyone involved (presumably excepting the tenant).
