It looks like the bollards had a railing through them to "fence off" the area or keep horses out?.
It also looks a bit like some old cemetary, but no longer used. Knowing your past efforts I think it might be somewhere up Plantation Street way or off Manchester Road?
Apart from these wild guesses...I haven't a clue!
