I can't help feeling that there was an element of entrapment at work here.
Police drivers love a fast chase. They are trained for it and don't get much chance to use it.
They tempted him and he fell for it. - he shouldn't have - but then, should they have created the situation?

Perhaps this is why he got off lightly
