Well, Judas sold out Christ for 30 pieces of silver so I suspect that Councillor P has, allowing for inflation, put the value of the Mayoralty of Hyndburn at 30 pieces of gold (or however many make up that chain of office). Someone does need to tell him though, that it's probably not real gold nor is it his for keeps.
