Its not so much to do with the licensing laws as the attitude of people to Alcohol in the UK. I don't know why, but the emphasis appears to be on drinking to extremes & highly alcoholic concoctions which lead to complete lack of self control & respect ? Not everyone, but amongst younger age groups it seems overtly prevalent.

If you look at the rest of Europe (specifically Holland & Germany as I spend a fair amount of time in these Countries)They have places where the Pubs/Bars are open from 05:00 in the morning & in general the pubs/Bars will stay open until 02:00 or even 03:00 without half the problems experienced in UK.

They are in no way free of drunken & abusive people, but the numbers & occasions are not as obvious. When something does happen the necessary services respond well & quickly without the carry on witnessed with British drunks. I believe that this is due to there still being respect for a uniform service irrespective of it being Police, Ambulance or Fire (They have their own paramedics) but this I feel is lacking in UK & therefore part of the problem.
