Are we talking about Ken Clarke?.. the new Justice Secretary who has proclaimed prison does not work?..all of a sudden prison seems to have gone out of fashion with the new Government.. last april they said they would not shift from a policey of hard on crime and build new prisons to accomadate criminals.. now it seems prison does not work..yet another lie.
