How do young people then learn to drive in the hours of darkness? What about when it gets dark at 4pm in the winter?
This is a crazy suggestion. It would be far more sensible to say that drivers(all drivers, not just young ones) should have no drugs or alcohol in their blood stream if they plan to drive.
Newly qualified drivers...whatever their age should be required to drive on P plates for 2 years and if involved in an accident/or convicted of a moving traffic offence during that time..then they reliquish their licence for 12 months, have to undergo a new driving test and driver education before being allowed on the roads again.
This would doubtless save lives.
