Whats the mods got to do with it.
IMO the police should not use physical force unless deemed necessary for protection or to prevent harm.
Clearly in both the cases it is someone who cant really fight back, who they bully, I bet in ians case if it was some 6ft 5" skin head they wouldnt of pushed him.
