Flagstones are no different when it comes to safety of pedestrians, the Council sweep the street when there is no snow, the Council or their Agents are supposed to ensure the pavements are fit for purpose by repairing them, (don't all laugh, I really am trying to be serious here).
Why? When it snows, does the pavement suddenly become the shopkeepers responsibility?
