The controlling group have taken leave of their senses.

Of all the 15million+ that the Council spends each year, its hard to think of a more provocative gesture than saving 10k on cleaning toilets three days a week. Presumably that can only be saved by sacking the cleaner and reducing the order for Ajax and Cillit Bang.

It's the budget equivalent of a scatter bomb, designed to impact on as many people as possible. It's all about cynical politics and nothing to do with responsible management.
