I thought that the leader of the council would be elected at large, like the Mayor of Kingston (here the Mayor is the chairman of the council). I still think that one major problem with your system is having party politics in a local council. Partisan politics probably get in the way of what is best for the community. Garbage pick up, fixing potholes, making sure that the streets are policed, providing fire protection, etc. seems to be what councillors should be paying attention to ... not which political party philosophy is best fitted to deal with the problems.
Ah well, none of my business really. Just seems kinda weird. However, it is entertaining.
