. Blackburn has not got one, as it is still being built(nearly 3 months late).
From what I read, less than 80 of the nearly 400 councils actually applied for this honour. Maybe Britcilffe has got better plans on spending money, than on awards. OOpppss sorry, he has two this year. One for himself, and one for the building, that has family connections.
Maybe he couldn't afford to waste the cash, as he is now funding a local, buy our votes prior to the election campaign.(Allegedly)
