Because they know that the result would be overwhelmingly in favour of leaving the EU, which they couldn't deliver because of past agreements that we've signed. Like it or not, we are in it.
At least the new Government has pledged that no further powers can be devolved to Europe without a referendum, so any future moves towards a United States of Europe will be stalled.
