1 million households did not fill in the census form at the last census.....I don't recall hearing of anyone being fined.

To be quite honest Margaret I could never understand what all the fuss was about anyway, I filled it in it took no more than 5 minutes (okay I live on my own) but its only a box ticking exercise when all's said and don't, What people don't seem re realise is the point of the Census is, its to help plan for the future in such things as education health care housing etc helps to plan the infrastructure which is in fact very important
